　　A report released by the Chinese Academy of Social Sciences on July 6 advised the government to collect real estate taxes to cool the bustling property markets in first-tier and second-tier cities. But this proposal faced a backlash, as China’s land is owned by the State, and a real estate tax will have little effect upon the market, said China Daily. Shanghai and Chongqing have both been collecting real estate taxes for more than five years, and still, they have failed to stabilize property prices.
