　　On June 16, the State Council issued guidelines on taking better care of children who face difficulties due to poverty, disabilities or a lack of guardianship. The guidelines stressed ensuring subsistence, basic medical care, schooling, adult supervision and other forms of assistance for children in difficulty.
　　6月16日，国务院发布《关于加强困境儿童保障工作的意见》，困境儿童指因家庭经济贫困、自身残疾、缺乏有效监护等原因，面临生存、发展和安全困境的儿童。该《意见》强调确保困境儿童享有基本生活、医疗、教育、监护照料以及其他形式的救助。
　　马上学：人们常称的“两童”，除了“困境儿童”，还包括“留守儿童”left-behind children，常指因父母外出务工，留在户籍地或常住地单独与祖父母生活的儿童。
